Units bought off-plan are paid in installments to the developer during construction. Those installments are normally adjusted by INCC, a Brazilian construction cost index, so the total in reais is not fixed when you sign.
The escritura (property deed) is signed and registered at delivery. ITBI (property transfer tax, 3% in Rio) and registry fees are due at that point, not at signing. Once you take possession, the monthly condomínio fee and IPTU (municipal property tax) begin.
